Bearded dragon stopped growing!?

Hi I got my bearded dragon about 1 and a half years ago and he has been growing until he stopped at about 8 months. He is Only 13 inches and stopped shedding. He looks nothing like your normal 1 and a half year old bearded dragon.He has A 10.0 Compact uvb exo terra bulb i replaced it about 2 months ago he can get about 7 inches close to the uvb bulb. He has a zoo med 100 watt basking bulb. He eats 25 crickets every 2 days. And a salad every day(Kale Mustard Greens Collards). Is it too late for him to stop growing?
